I don’t recall ever having a “formal” senior rater counseling and definitely not one on paper.  I have had informal discussions with some of my senior raters, but those are typically minimal.  One challenge is that most of my senior raters have been on different installations, sometimes on a different continent.  That made it challenging to conduct any type of feedback session.  With that said, I think feedback is incredibly important and is a key component of most leader development models.  The way I have tried to get around the lack of senior rater face time is though my rater.  My rater will typically have more time with his/her rater(my senior rater) than I, so it is a good way to get feedback.
