Does anyone have any recent, good guides or how-to’s for the unit commander financial report (UCFR)?

A long story short, while I was in command, I was never able to complete a UCFR. It’s a monthly requirement, much like the AAA reports, to certify the report for your Soldiers. While I was never able to see an actual report, I believe it will display the amount of leave a Soldier has as well as their pay for that period.

Did/have any of you experienced difficulty in accessing the UCFR? From my understanding, it is completed online in an Adobe program. I experienced technical issues with the website for about six months and when those were finally fixed, I found I had access to the wrong PACIDN (it seems to be sort of like a financial UIC specific to your unit, it’s also on your LES).

For months I tried to get access to the correct one, but to no avail. After repeated pressure, the battalion S1 got involved and had the companies complete memorandums requesting access, but that didn’t end up working either. It seemed weird that the entire battalion was not doing them and it was never brought up as an issue.

Why is the UCFR important? It can help the commander scrub leave balances to ensure Soldiers are not use/lose. This can save a lot of time trying to collect LES’s from each individual Soldier. I believe it also allows you to see any allotments a Soldier has and to get a sense of your Soldiers’ financial readiness.
