    Given your definitions of Leader Training and Leader Development, I think you’ve already answered the first part of your question (whether or not the two are different). I would have to agree with @jkadel regarding whether or not an effective LPD program needs to have both (and the fact that most favor Training over Development).

    As long as an LPD program works on the sub-categories you and jkadel identified in your posts, it probably doesn’t matter if you define them as different categories or not. It would be beneficial to define them differently if only to ensure you have a proper balance as you addressed all the sub-categories, but it’s not a fatal flaw.

    Leader Dev doesn’t have to be ambiguous, although it might not necessarily have the quantifiable outputs that a Leader Training event might have (i.e. completed X classes on Emotional Intelligence/effective counseling… vs led a BN M240 range that qualified 14 crews from across the BN). The Leader Dev stuff might take longer to produce “results,” but I like to think that an effective Leader Dev program will lead to more successful Leader Training events.
