– most officers will tell you to always side with the Sr. Rater. The Army looks only at that box check, and you need over 50% MQs to promote. There’s a different group who will tell you that narrative is read – what’s there and what isn’t there; also some cynics who say its down to writing ability sometimes.
– a good rater will sell you to sr. rater but in any sit-down, be able to tie-in what you did, to the sr. rater’s intent, guidance, key tasks; you’ll make your rater look good too, because if your rater is veering off path, you’re accomplishing the sr. rater’s intent (getting things done).
– best discuss with your sr. rater his profile and what it takes to get an MQ because due to new rating system, some seniors wargame their MQs, and if you go to key billets/nominative assignments/special units where everyone is good, your rating may be reflective of the profile you bring with you rather than your performance during rated period.
