Management training is by far the hardest to skill set to train.  As officers, we are effectively mass logistics and personnel managers.  Officers are responsible for all training, resourcing, planning, and overall welfare of the Soldiers and Families (including Civilian employees) under their influence.  Management training is not taught anywhere and opportunities to attend management training and grow in techniques like time, personnel, and logistical management does not happen.  The mission and priority of the unit commander always trumps long term growth and development of our future leaders.

I believe the overall shortfall is the lack of opportunity for junior leaders to develop their management skills.  This should be a priority.
