    Cale, while you are right that NCO’s “need an identity” I think that you need to take into account that in a FSC, those NCO’s are literally the guys you have turning wrenches. They aren’t just in charge of a section, they also are liable to work for the battery’s and platoons within the BN. The section/platoon NCOs, the Maintenance Control Sergeant, Motor Sergeant are all running the sections, but they are busy too. An FSC OPTEMPO is painful on the best of days. So yea, reciting the creed and talking about leadership is always nice, but in my opinion, without the details like I asked for, you need to work on counseling and teaching them how to mentor the E1-E4 for them to become good mechanics, fuelers, or cooks. Its all about teaching them to be good at their job and also eventually becoming good NCOs.
