The Army has finally updated their manual for HR Metrics!  This is leaps and bounds better than what was first published in 2013.   Highly recommend for any leader working HR Metrics in their unit, and humbly suggest this as required reading for an AG Officer (especially sitting S1’s or cadets just-branched AG).

If you want the most bang for your buck, check out page 15.  This manual adjusts HR Metrics into Tiers to prioritize tasks for commanders. Page 15 shows tiers, the tolerance (when you go red), the database source of the data, and the actions to execute said task.  The glossary is pretty impressive, too. I’d suggest that this does a great job of leveling the playing field of vocabulary and not making the S1 a black box of paperwork.
