Junior Officer Forum Community,

I am currently writing a Capable OER for a 2LT that failed to meet expectations and meet mission requirements. The basics surrounding the situation are below:

For the short time 2LT *** was under my command, he established himself as an officer who needed constant follow-up in order to accomplish any given task. He demonstrated an inability to make sound decisions, and he had shortcomings in several areas of Army leader core competencies.  2LT ***performance has demonstrated that he is a leader that shirks responsibility, is recalcitrant, and is an affable non-participant that is destructive to the health and welfare of the entire organization.

Have you had to write a difficult OER? Do you have an example to share? Was there any challenges ethically or morally due to giving such a rating? How did the out-brief counseling go?
