Hello, I am a new company commander in an ADA battalion. We are MTOE’d as a maintenance company with our own SSA. With the push for more units to be “expeditionary” in both training and function I am running into a major problem. My MTOE doesn’t support it. In the fiscally constrained environment where you have to eliminate property book excess whether you have a viable use for it or not (i.e. M1152s for convoy protection platforms and authorized ring mounts to actually use your assigned crew-served weapons) we are unable to provide the sustainment needs that the BN and BDE is asking outside of field maintenance as well as our own force protection that would be required in an immature theater. We are not an FSC but are expected to operate like one, provide supply distribution as well as provide our own protection, but we do not have distribution assets or MTOE’d CPPs.

Does anyone know the official process to request not just a change to the MTOE, but how to change a maintenance company into an FSC? Does it require an MFR and/or white paper with a justification? Who does it get sent to, etc.?
