It looks like you might have been denied transfer because commissioned officers need to be “fully qualifed in their branch,” which HRC defines as CPT post-CCC and KD complete. Since you’re going into your CPT board, you’ll need CCC and the key developmental position to be eligible to apply with a strong packet.Check out these resources to get smart (a short recap is below)

The Call to Active Duty (CAD) program is NOT a branch transfer program and will not assess for branch transfers in the event you are not selected for your qualifying MOS. It is a skills and experience based program that considers officers who are already fully qualified in their branch, FA, or MOS at the time of application.Officers approved for the CAD program will incur a three-year active duty service obligation (ADSO).
The average amount of time it takes to process a CAD application is between 4 to 6 months. Please do not call to check on the status of your application, we will contact you throughout the process or if there are questions regarding your application. If your application requires changes, please contact this office, otherwise we ask that you are patient during the application process.
If you meet the eligibility requirements outlined in AR 135-210, as well as, additional eligibility criteria listed in MILPER Message # 18-056, you would be eligible to request a call to active duty. OPMD, Officer Readiness Division will review your CAD application to determine if your branch, functional area, or MOS are aligned with the actual and anticipated active duty requirements. If determined that you meet the need to fill the vacancy, you will be notified with the option of accepting the offer for active duty service.
Current active duty orders (ADOS) / mobilization if applicable). Applicants currently serving on Mobilization, Active Duty for Training (ADT), Active Duty Operational Support (ADOS), ARNG State Mobilization Order, or any order placing the Service Member in an active duty status are authorized to apply. However, RA orders via CAD will not be published until necessary amendment or release from active duty (REFRAD) sufficient to ensure RA Start Date does not overlap with any other order.
Officers applying for active duty through the CAD program will have to be approved for Regular Army appointment prior to coming into the Regular Army. This process includes the submission of the officer’s names on a Scroll for approval by the Secretary Of Defense for company grade officers and the Senate for field grade officers.
Assignment locations and report dates for officers selected for active duty will be determined by their branch.
Officers who accept RA appointment via CAD will be considered for promotion in accordance with AR 600-8-29 and the RA ACC commissioned Officer Promotion System.
Officers who are accessed to ARSOA training and fail to successfully complete all phases of training (Green Platoon, AQC, Environmental, etc.) are subject to Show Cause or separation from active duty proceedings.
If you do not meet eligibility requirements for the Call to Active Duty program, you may want to consider applying for the Active Guard Reserve (AGR) program. The AGR program allows Reserve officers to serve on full-time active duty. The AGR Entrance Board at Ft Knox, KY will consider applications from all 1LTs, CPTs, CW2s, CW3s, and CW4s.
