First off I suggest looking through AR 623-3 to understand how the Army expects you to evaluate your NCOs. Then look up the NCOER Support forms and counseling forms (DA Form 2166-etc) to understand the metrics and qualities by which they are evaluated. This can help you to write a counseling that mirrors the actual evaluation and allows for clarity and predictability. I second the notion that you should wait a few weeks (no more than 30 days) to do an initial counseling to feel out what the Platoon is like and how the NCO operates. Ultimately when you sit down and counsel him/her, it needs to be a discussion which helps flesh out the ideas put on paper so both parties are on the same page. Timeliness, uniform, support, development, completing tasks to the standard, etc. Make sure there are both a mix of concrete ideas (right time, right uniform) with some general character and developmental ideas (develop section sergeants, improve self). Don’t forget to counsel him/her quarterly as well as a follow up! I cannot stress enough how much I wish I had kept up with counselings as a PL. I underutilized them and when it came to write the NCOER I was either lost for quantifiable bullets or if there was some type of negative pattern I was not able to back it up from a lack of a paper trail. Most of all it is important to develop a great relationship with your PSG and always have each other’s back. Good luck!
