Potentially significant changes are afoot with the ORB, including there being an ORB being published in the near future through eMILPO and the halting of the ability to do updates in TOPMIS. More details are at the following two MilSuite links. Interested to hear anyone’s thoughts or experiences about how to manage these situation, potentially even proactively.

MILPER 17-286 (uploaded below): This message applies to Regular Army personnel only. It announces procedures to remove the capability to update Assignment History, Overseas Tour Credits and Individual Awards and Decorations in TOPMIS. Effective 6 October 2017, HRC OPMD will remove the capability to update Assignment History, Overseas Tour Credits and Individual Awards and Decorations in TOPMIS. eMILPO will be the sole source to update the data fields.

HRC Field Services Division (FSD), eMILPO Branch is coordinating the deployment of an eMILPO Officer Record Brief (eORB) scheduled for production NLT 22 Sep 17. eMILPO is the Authoritative Data Source (ADS) for assignment history, awards, and other pertinent data elements that will update the future IPPS-A Soldier Record Brief (SRB). Initially; data showing on the eORB and current ORB may not match. The eORB serves to identify the data differences and what may require correction. In fact, finding the differences and applying corrections is what we need to do to prepare for data load to IPPS-A.
The eORB will not immediately replace the existing ORB. The current ORB will remain the authorized document for selection boards; however the implementation will change the culture for Active Army Officers in regards to the information displayed and how the data is used.
