    This is a great question to ask and to get smart on because it’s been a bit of a hot topic for a while now! I’ve yet to be in a Brigade where the BN or BDE commander didn’t want to change the MTOE of a subordinate unit.

    The short answer: Talk to a Force Manager. Expect a lot of paperwork, justification, and time to do the request. It’s an average of 3-4 years full cycle for review. Big picture process is that it originates from TCM (TRADOC Capabilities Management) and then gets sent to Big Army. I do not recall the forms required to initiate this process. You might have some luck digging around on MilSuite under FM and MTOE change.

    The longer answer: It’s very challenging and bureaucratic to change a unit’s MTOE. This is because most times the justification people express to change an MTOE is “because that’s not our mission”, which really is code for “what is on my MTOE/mission statement isn’t what my BN/BDE/DIV commander wants me to do”, and Big Army does not accept that as a reason to change a document. Sounds like you’re already tracking, but the mission statement in FMSWeb is what is gospel because it’s what all like units in that like hierarchy are expected to do. The Army is a lot like “Risk” that way.

    You’d have to convince the Army of at least 1 of these things (probably other angles available too that I just haven’t considered): (1) that your company is unique and truly should be transitioned to a FSC for A-z reasons, or (2) this is why all Maintenance Companies (sister units) in like ADA Battalions all need to be FSCs and how to do it. [keep in mind #2 is suggesting that not only the MTOE needs to be changed, but effectively the TOE as well.]

    None of this is to be a Debby Downer, but to help you see the challenges you will be up against if you choose to initiate this. You will be initiating a process that your 1-2+ successors (and their leadership) will inherit and have to deal with while executing SRM. I think it’s important that you know the weight of the decision you’re looking to initiate. Really dig deep into your homework on it (What is the problem with having a Maintenance vs. FSC? The advantages of each? What assets are we missing? How does this impact mission of higher? Don’t forget to consider the difference between Required and Authorized on the MTOE when considering these questions!), basically it’s MDMP. Hopefully this helps you get the juices flowing about how to approach the problem best. Good luck!
