That is a great question. The first thing I do is try to determine why the morale is low. That can help guide you to potential solutions. For example, if there is a toxic leader, you can target the solution towards that leader (counseling the leader, retraining, moving them to a new position, relieving them, legal action, etc).
Many times I have found low morale springs from a lack of some sort of unity (unity of team, mission, etc). When I was in command, I took a number of steps to improve morale. The unit did not have an identity. The first thing I did was hold a contest to name the unit, then to come up with a unit motto (surprisingly, we did not have one). After that I had a Soldier design our unit logo, which was amazing. I wanted to essentially create a brand and then get everyone behind it. My next step was to design unit shirts and unit coins. Some days for PT I would allow Soldiers to wear civilian clothing as long as they had their unit shirt on. Every time I spoke about the unit, I always used our unit name. I was branding the unit and wanted everyone to see and hear it every chance possible. When Soldiers did well, My Detachment Sergeant or I would recognize them in front of the formation or their peers. At every safety brief I highlighted some accomplishment someone made to the mission or community. My goal was to get the Soldiers to see how they were making a difference and contributing to the mission. I also planned an off site day trip for all of my Soldiers E6 and below. We started with a LPD and then spent time in a city. The only cost for the trip was the bus, which I convinced the BN to pay for. Everything else I was able to get donated. We would also hold various fun events, like a costume day during our fall party (31 October), potlucks, holiday parties, etc. Another event was an organizational day where we went to a ropes course. Between the donations and my contributions we covered the cost for all of the Soldiers to go. Events like this built teamwork and created positive interactions on and off duty.
