Personal relationships, which I also voted for, are a dangerous way to execute talent management. Oftentimes personal relationships can hide great or poor leaders. Having another input into your talent management system – i.e. qualifications, completion of leadership development programs, etc., are required to provide as much of a total picture of a group of officers/NCOs/soldiers as possible.
