a good leader may be able to get the job/mission done but may not take into consideration the welfare of his/her soldiers and have little understanding for mishaps. On the other hand, A great leader is able to foster cohesion, emotional intelligence and is able to perform under uncomfortable situations while always keeping safety and welfare of soldiers as priority.

I would hope both aren’t antithetical. Sounds like “Mission first, Men always” to me. I guess the distinction shouldn’t be made on the leader himself, rather on his leadership styles. I believe that a good leader (whatever it means) would balance his style based on the situation.
