Depending how closely you work with them, getting one (or both) of them to put this out to Command Teams (likely during Command and Staff) could be helpful to both back you up (which builds reputation) and helps command teams here it from a different voice that could help it click. Another idea – just brainstorming here – could be to go back to the intent of the Evals & Awards. Presenting the “Commander’s” (read: Army’s) intent of these two items plus parallel examples could help them to see the difference.
