@bmcgarry I have said something similar to this many times over. I call the Guard my full-time job / part-time pay and my civilian job my part-time job / full-time pay.

It “could” work, but I believe there are more valuable approaches. Evaluations are about performance -> achievement. Hours worked does not equate to effectiveness. Correlative, but not causative. While there are minimum requirements, there are no maximum requirements. Instead of trying to become an enforcer of other’s time, I try to influence folks by explaining (and demonstrating) that the more effort given to cultivating the profession equates to better outcomes (i.e., the more you give … the better you become).
