Overall, I agree with Brock. I have encountered the Message to Garcia several times, and each time it left a bad taste in my mouth. Of course that may not be as much from the message itself, as much as from the leaders who were using it for an LPD. I think Brock hit the nail on the head. Ask him what is a MQ officer? The next question you need to ask is , “Am I a MQ officer?” Now, your senior rater will not be able to answer that at your initial counseling, but I would ask that question every time afterwards. Vanessa, sorry for piling on late. I brough a senior rater philosophy to my organization. If its not too late, ask what the SR philosophy is. In my case it had more to deal with team work, innovation, and ability to grow. Things like APFT and performance were expected.
